Thom Tillis, NC Speaker of the House of Representatives (invited)

Thom’s management consulting career has provided him with a deep understanding of fiscal management, policy making, and transformation of complex organizations. Thom was a partner at Pricewaterhouse Coopers, one of the world’s largest accounting and management consulting firms, which sold its management consulting practice to IBM in 2002.

In 2006, Thom was elected by the 98th District to the North Carolina House of Representatives, and was re-elected in 2008. Thom left IBM in 2009 to focus his attention on serving in the North Carolina House of Representatives and leading the 2010 House Republican Caucus Campaign Committee as the Chairman. Thom’s efforts as Committee Chairman helped Republicans win a majority in the NC House for the first time in over a decade.

After the 2010 elections, Thom was elected Speaker-Designate by the members of the House Republican Caucus. When the House convened in January 2011, Thom was elected the Speaker of the North Carolina House of Representatives. He is only the second Republican to serve as House Speaker. He led the House to one of the most efficiently productive sessions inrecent memory, and orchestrated the first bipartisan override of the Governor’s veto of the state budget.

Thom and his wife of 23 years, Susan, and their children Lindsay and Ryan, have lived in the North Mecklenburg area for 12 years. Thom and his family relocated from Fairfax, Virginia to Cornelius in 1998. His very active lifestyle includes single-track mountain biking and boating/water sports. He is also involved in a variety of charities and non-profits in the Lake Norman area.

"Lobbying and Ethics Update"
Bill Scoggin, Principal, Troutman Sanders Strategies

Key to any Government Affairs program is an update on recent lobbying and ethics laws and regulations. Our speaker serves as a Principal of Troutman Sanders Strategies. He focuses on providing key legislative and political advice and advocacy to individuals, corporations and associations. He also provides business development assistance in the government and institutional sales marketplace.

He also provides business development assistance in the government and institutional sales marketplaces. Bill workswith clients across the country, advising them on key political, legislative, and public affairs matters. Elected by his peers, Bill served 2002-2004 as president of the N.C. Professional Lobbyist Association and remains on its Board and Executive Committee. When legislators and lobbyists are surveyed by the N.C. Center for Public Policy Research, Bill is routinely named one of “The 50 Most Influential Lobbyists.” Additionally, he served by appointment on The Advisory Council on Legislative Lobbying Policy and Regulation formed by the North Carolina Secretary of State in 2004. Prior to joining TSS, Bill provided legislative counsel in private practice, after first serving as the director of governmental affairs for the North Carolina Bar Association. He is also partner in the Troutman Sanders LLP law firm. Bill serves the community through leadership in numerous organizations, including the Board of Directors for the North Carolina Chamber. Bill received his B.A. cum laude from Wake Forest University in English with a Mathematics minor, and his J.D. from theUniversity of North Carolina at Chapel Hill.

"Know Where They Stand"

John Rustin, Executive Director North Carolina FreeEnterprise Foundation

When you are trying to convince a legislator to support or oppose a piece of legislation, it’s not only important to understand where legislators stand and how their legislative district votes relative to the issues within your advocacy efforts. Our speaker, from North Carolina FreeEnterprise Foundation will examine this further. NCFEF is a statewide, nonpartisan research and education organization that serves business and industry by conducting extensive researchand analysis of North Carolina’s political arena.

John Rustin is Executive Director of the North Carolina FreeEnterprise Foundation, a statewide, nonpartisan researchand education organization that serves business and industry by conducting extensive research and analysis of NorthCarolina’s political arena. Prior to joining the Foundation in April 2009, John spent 15-years as a full-time lobbyist beforethe North Carolina General Assembly. In addition to serving as Vice President and Director of Government Relations for the North Carolina Family Policy Council from 1997 to 2009, John represented a variety of corporate interests before state legislative and regulatory agencies including General Electric, Abbott Laboratories and the American Plastics Council. During the 2005 and 2007 legislative sessions, John was recognizedas one of the 50 “Most Influential Lobbyists” in the state bythe North Carolina Center for Public Policy Research in a biannual survey of legislators, lobbyists and the media. John credits much of his interest in North Carolina politics to a year he spent in the mid-1990’s with the North Carolina Forum for Research and Economic Education (NCFREE), the predecessor organization to the N.C. FreeEnterprise Foundation. John received a BA in Industrial Relations from UNC-Chapel Hill and lives with his family in Raleigh.

During this panel session, attendees will get a chance to hear from three experts on what has worked well for them in grassroots advocacy. Our panelists include, CadyThomas, Director of Government Affairs, NCAssociation of REALTORS®; Albert Eckel, co-founder of the Eckel & Vaughn Group; andAngie D. Harris, Williams Mullen, Director of Government and Media Relations for North Carolina.
